Introduction

The Office of the National Broadcasting and Telecommunications Commission (the “NBTC Office”) has recently issued a new notification regarding standards inspection and certification and filing requirements for radio communication equipment used in multipurpose mobile robots (each, a “Robot”) (the “Robot Notification”). The Robot Notification reflects the growing use of robots in Thailand and the NBTC Office’s intention to ensure orderly supervision of the manufacture, importation, sale, and stocking for sale of such Robot, as well as public safety, state security, and traceability.

Regulatory Obligations

The Robot Notification applies to Robots that use radio communication equipment operating on radio frequencies for control or data transmission and reception. As a result, such Robots are subject to the applicable standards inspection and certification requirements under the NBTC framework for telecommunications equipment and devices.

In addition, the Robot Notification requires relevant operators to file lists of radio communication equipment for such Robot under the NBTC rules on the trade of radio communication equipment, as applicable, through the electronic channels specified by the NBTC Office. Businesses should maintain import, distribution, and sales records sufficient to substantiate those filings and demonstrate traceability if requested by the NBTC Office.

Scope of Regulated Robots

The Robot Notification applies only to robotic machines possessing all of the following characteristics:

  • use radio frequencies;
  • contain self-propelled mobility systems enabling independent movement from one point to another;
  • possess physical structures or operational capabilities falling within at least one of the following categories:

    • robotic arm structures with at least three axes and end-effectors for gripping or handling functions; or
    • mobility structures using at least two legs, wheels, or other balancing mechanisms capable of traversing obstacles and operating in unstable environments.
  • weigh at least 10 kilograms, including their basic power source; and
  • be programmable or configurable to perform more than one type of mission or task, such as patrol operations, environmental measurement, or transport of auxiliary equipment.

Practical Implications

Businesses involved in the robotics supply chain, including manufacturers, importers, sellers, distributors, and businesses stocking relevant equipment for sale, should assess whether their products fall within the scope of the Robot Notification and ensure that all applicable standards inspection and certification, filing, and supporting recordkeeping requirements are properly completed and maintained.

At present, there are no specific penalties for non-compliance, as the NBTC is currently implementing the requirements on a voluntary cooperation basis. However, further regulations imposing mandatory compliance obligations and penalties are expected to be issued in the near future.

Effective Date

The Robot Notification was announced by the NBTC Office on 12 May 2026 and took effect upon publication.

Recommended Next Steps

Businesses manufacturing, importing, selling, or stocking for sale potentially covered Robots should map products against the criteria summarized above under ‘Scope of Regulated Robots’, identify relevant radio modules and frequencies, confirm completion of required certification and equipment-list filings, and retain traceability records.
